DESCRIPTION:Geographic Information Systems are a key asset in processing georeferenced data\, whose collection and availability increased exponentially during the last decade\, and is still rapidly growing\, taking advantage of ICT technologies (especially with smartphones). The field of health and healthcare was not inert to this development: in particular\, Emergency Medical Services (EMS) are taking advantage of this technology\, collecting georeferenced records of both emergency calls and interventions with ambulance dispatches. In Lombardy region\, the provider of EMS\, namely Azienda Regionale Emergenza Urgenza (AREU)\, has started building this kind of databases in 2015\, and is currently collaborating with Politecnico di Milano to carry on scientific research. SUMMARY:Webinar: The INSPIRE Directive as an interoperability enabler within the European policy context
DESCRIPTION:Entered into force in 2007\, the Infrastructure for Spatial Information in Europe (INSPIRE) aims to create a pan-European Spatial Data Infrastructure (SDI) to support the European Union environmental policies. INSPIRE is the largest effort ever undertaken to create an SDI and is currently seen as a worldwide reference model for similar interoperability initiatives. The infrastructure makes available resources (metadata\, data sets and services) from more than 7000 data providers from the 27 EU Member States and the 4 EFTA (European Free Trade Association) countries. The seminar will introduce the INSPIRE legal\, organizational and technical framework\, describing the role and the current initiatives of the European Commission Joint Research Centre (JRC) for the technical coordination of INSPIRE. It will then position INSPIRE within the broader context of current and future European policies\, which – through initiatives such as the European Green Deal and the European Strategy for Data – has set the basis for a more digital and green Europe. \nThe speaker \nMarco Minghini took a PhD at Politecnico di Milano in 2014 and since 2018 he works as a Scientific Project Officer at the European Commission – Joint Research Center (JRC). He is a GIS/SDI expert and an advocate of open source software and open data. Some of these environmental issues can be monitored using remotely sensed Earth Observations (EO) data that are increasingly available from freely and openly accessible repositories. However\, the full information potential of EO data has not been yet realized. They remain still underutilized mainly because of their complexity\, increasing volume\, and the lack of efficient processing capabilities. The EODC a new paradigm revolutionizing the way users can interact with EO data. It lowers the barrier caused by Big Data challenges (e.g.\, Volume\, Velocity\, Variety) and provides access to large spatiotemporal data in an analysis ready format. It significantly reduces the time and scientific knowledge required to access and prepare EO data having consistent and spatially aligned calibrated surface reflectance observations. We will present how the EODC can be used to monitor environmental changes across countries and can enable more effective responses to problems of national and regional significance. \nThe speaker \nGregory Giuliani is the Head of the Digital Earth Unit and Swiss Data Cube Project Leader at GRID-Geneva of the United Nations Environment Programme (UNEP) and a Senior Lecturer at the University of Geneva’s Institute for Environmental Sciences. He holds a BSc in Earth Sciences and an MSc and PhD in Environmental Sciences. However\, new skills are needed to unlock the full potentials of this European revolution. \nThis doctoral course aims to fill that gap\, providing an overview of the Copernicus Programme and its relation with the European space economy\, backgrounds of applied Earth Observation and Geoinformation\, and a summary of Copernicus core services supported by the European Commission and European Agencies.
